John H. Short, PHD, President and CEO, RehabCare Group

Dr. Short has been President and CEO of RehabCare, headquartered in St. Louis, MO, since May 2004.  He served as interim President and CEO June 2003-May 2004.  He has been a RehabCare director since 1991 (when the company went public), was Managing Partner of Phase 2 Consulting, a management and economic consulting firm specializing in strategic planning, operations improvement, business planning, market and financial feasibility studies, and market research and analysis, exclusively for the healthcare industry.

Dr. Short has extensive experience with health care clients throughout the U.S. and internationally, and has been a consultant since 1969.  In that year, he founded John Short & Associates, which grew to become the sixth largest health care consulting company in the nation when it was sold in 1985.

Dr. Short has served as CEO and board chairman for numerous health care organizations, and has been the principal investigator on over 300 consulting and research projects.  He has authored a number of professional papers, for example, "A Counter Proposal on Evidence-Based Management" for Frontiers of Health Services Management, and Phase 2 Consulting's white paper, "The Ten Components of a Successful Hospital/Health Care Delivery System." Dr. Short has also been called upon as an expert witness on various court cases.

Dr. Short received his B.A. in Economics from San Jose State College and his Ph.D. in Economics from the University of Utah, where he has served on staff as an adjunct professor.

Howard W. Salmon, MHA, Chief Operating Officer 

Mr. Salmon joined the health care industry in 1968, and has experience throughout the U.S. as well as internationally. He has spent the majority of his career as a hospital executive with operational responsibility, and has been involved in multi-unit hospital management, alternative site health care management, business development, and acquisitions. His operational experience ranges from state and federal government organizations to the profit and non-profit sectors. Prior to joining Phase 2 Consulting, Mr. Salmon was Senior Vice President of Medical Imaging Centers of America, Senior Vice President of Magliaro and McHaney — a physician services company, and Vice President for Hospital Corporation of America (HCA). In the hospital setting, Mr. Salmon's positions included: Administrator, King Fahad Hospital, Riyadh, Saudi Arabia; Administrator, Holy Family Hospital, Spokane; Administrator, Main Hospital, University of Michigan; and Associate Director, St. Luke's Hospital of Kansas City. He has served on the boards of several profit and non-profit health care organizations. Mr. Salmon frequently makes presentations to organizations such as the American Hospital Association, Society for Medical Resonance Imaging, and the American Health Care Marketing Society. He received his M.H.A. from the University of Minnesota.

C.E. "Mickey" Bilbrey III, BS, Senior Managing Director

Mr. Bilbrey has over 30 years of executive management and healthcare experience. Prior to joining  Phase 2 Consulting, Mr. Bilbrey served as President and Chief Executive Officer of University Health System, Inc. (UHS).,a Tennessee non-profit corporation created to govern and operate The University of Tennessee (UT) Medical Center, a 581-bed teaching hospital and regional quaternary referral center.  During Mr. Bilbrey's tenure he directed the restructuring of the UT Medical Center (UTMC) from a state/university owned facility to a private, free-standing health system; lead the planning and development of five centers of excellence in heart lung and vascular medicine, cancer, women's health, emergency and trauma medicine, and neurological sciences; and was instrumental in the implementation of a comprehensive care management program spanning the Medical Center's entire continuum of services.  Prior to his election as CEO, Mr. Bilbrey served in numerous health care executive management positions including the Executive Director of the University Physicians' Association, Inc, a 350-member IPA, which he was instrumental in organizing and developing. He has extensive experience in physician relations, medical practice management, health care joint ventures and managed care. In addition to his University service, Mr. Bilbrey was an associate partner in NCRD Group, Inc., a management-consulting firm in Memphis, where he served as Executive Vice President and General Manager from 1984-1987.  NCRD served business, industry and healthcare.  Specifically, Mr. Bilbrey was involved in some of the first managed care joint ventures and affiliations with providers and the insurance industry in the early stages of managed care development in the United States. Mr. Bilbrey was graduated from The University of Tennessee in 1971 with a Bachelor of  Science Degree in Business Administration.

Mr. Bilbrey sits on the Long-Range Budget Committee of the Great Smoky Mountain Council of the Boy Scouts of America, the Board of the East Tennessee Economic Development Agency and the Finance Committee of the Knoxville Area Chamber Partnership.

Marlowe J. Dazley, MBA/HSA, Senior Managing Director

Mr. Dazley has worked in the health care industry since 1990 in various capacities including office of the U.S. Surgeon General, managed care operations, finance, administration, and consulting. Prior to joining Phase 2 Consulting, he worked as a senior health care consultant for Ernst & Young in Los Angeles. During that time, he gained experience in strategic repositioning, mergers and acquisitions, financial modeling, and business process improvement. Mr. Dazley has participated in numerous strategic planning and financial turnaround engagements for health systems throughout the country and currently leads Phase 2 Consulting's revenue cycle team. Mr. Dazley received his M.B.A./H.S.A. from the University of Utah. He is fluent in Spanish and is also a participating member of the Health Care Financial Management Association.

R. Brent Hardaway, MHA, Senior Managing Director

Mr. Hardaway has 20 years of experience in various facets of health care operations, planning and strategy development. Since joining Phase 2 Consulting in 1994, he has led projects ranging from strategic planning to financial turnarounds, to managed care rate optimization. While serving as the company's Chief Operating Officer from May 2004 through July 2006, he led the firm's strategic transition as a subsidiary of RehabCare, a publicly traded company. Prior to joining Phase 2 Consulting, he was Vice President of Planning for the Texas Hospital Association. His responsibilities included the development and implementation of strategic/marketing plans and market research for the organization. Before THA, he held a number of positions with Kaiser Permanente including Director of Planning of its Texas Region. He has authored a number of professional articles and papers including "Accountability: The Key to Prioritizing and Implementing a Financial Turnaround" in HFM, June 2004 and "Strategic Pricing: Hospitals' Key to Combating Niche Providers?" in Managing the Margin, August 2003. Mr. Hardaway received his M.H.A. from Trinity University in San Antonio, Texas and his Bachelors degree from Southwestern University in Georgetown, Texas. He is a member of the American College of Healthcare Executives, the Healthcare Financial Management Association and the Society for Healthcare Strategy and Market Development. He serves on the Board of Trustees of Westlake United Methodist Church and ACHE's Healthcare Consultant's Committee.

John D. Johnston, MHA, Senior Managing Director

Mr. Johnston has over 17 years experience in health care operations and consulting.  As Senior Managing Director, he is responsible for the Operations Consulting practice.  Prior to joining Phase 2, he worked at the Premier Alliance and held leadership positions in its consulting, group purchasing, and healthcare informatics division during his 11-year tenure.  In addition, he has held financial management positions at hospital systems in Tennessee and Virginia.  

 

Mr. Johnston has led numerous improvement projects in health systems, including financial turnaround, service line performance, labor efficiency, and supply chain.  He has also led educational sessions at many national conferences, including the Institute for Healthcare Improvement, Healthcare Financial Management Association, and Premier Governance Conference.  Mr. Johnston earned his Masters in Healthcare Administration from Trinity University, where he serves on the MHA Advisory Council, and his Bachelors degree in Accounting from Carson-Newman College.  He is a member of the American College of Healthcare Executives and the Healthcare Financial Management Association.

Donald R. Smithburg, Senior Director 

Mr. Smithburg has been a health care leader since 1985. He specializes in strategy, hospital partnerships and mergers, facility planning, and physician relations. He is best known for his leadership of the public hospital system in Louisiana during and after Hurricane Katrina. Mr. Smithburg has served on numerous health care boards and commissions at local, state, and national levels, including several gubernatorial appointments.  An accomplished speaker, he has delivered dozens of legislative and Congressional testimonies on health care policy and management and is demand at conferences and leadership retreats.

 

Prior to joining Phase 2 Consulting in 2007, Mr. Smithburg served as CEO of the 9-hospital Charity Hospital System in Louisiana as well as Executive Vice President of LSU.  He also served as President/CEO of University Medical Center Hospitals in Dallas, Texas - key teaching facilities for the University of Texas Southwestern Medical Center.  For 15 years Mr. Smithburg served in leadership posts at Truman Health System and its partner, The University of Missouri-Kansas City School of Medicine. 

 

Among his many awards, in 1995 he was named by Modern Healthcare magazine as one of America's up and coming in health care.  In 2006, Mr. Smithburg's institution was named top public hospital system in America by the National Association of Public Hospitals and Health Systems. Mr. Smithburg is a graduate of The Colorado College with a B.A. in Anthropology, holds an M.A. in Public Administration from the University of New Mexico, and was named a Management Fellow and a Senior Policy Fellow by the New York University/National Public Health & Hospital Institute in Washington, D.C.

Peter F. Singer, MBA, Senior Managing Director

Mr. Singer has been in the health care field since 1974, and has been with Phase 2 Consulting since 1987. He has directed hospital-physician integration, strategic planning, business plan development, market and feasibility studies, market research and analysis, productivity improvement and operations analysis for health care organizations throughout the U.S. Prior to joining Phase 2 Consulting, Mr. Singer was employed in the managed care, employer, and hospital arenas. He served as Executive Director of The Travelers Health Network in Salt Lake City and Executive Director of the Utah Health Cost Management Foundation, a private, non-profit coalition of employers and insurers. He has also served as a consultant to the Utah Department of Health and Director of Planning for the Utah Health Systems Agency, where he directed the development of the state's first health plan. At New York Hospital - Cornell Medical Center, Mr. Singer managed the operations of 28 outpatient clinics affiliated with New York Hospital. He received a B.S. in Economics and M.B.A. in Health Care Administration from the Wharton School at the University of Pennsylvania.

R. Todd Halpin, MBA, CPA, Managing Director

Mr. Halpin specializes in revenue cycle process improvement, including financial performance analysis, productivity analysis, benchmarking and revenue cycle process improvement.  Prior to joining Phase 2 Consulting in September 2000, Mr. Halpin spent several years at Arthur Andersen working in their Assurance and Business Advisory practice.  Mr. Halpin also has additional finance experience serving as Director of Financial Reporting and Controller for two multinational publicly traded companies.  Mr. Halpin received his M.B.A. from the University of Utah, where he graduated with honors.  Mr. Halpin is a Certified Public Accountant in the State of Utah and a member of the American Institute of Certified Public Accountants, the Utah Association of Certified Public Accountants, and the Healthcare Financial Management Association.

John F. Maher, PT, MBA, Senior Managing Consultant

Mr. Maher has over 13 years of experience in healthcare as a clinician manager, and consultant, primarily in acute and post-acute settings. Since joining Phase 2 Consulting in 2005, he has led projects in strategic planning, market sizing, and financial turnarounds for acute and post-acute settings. Prior to joining Phase 2 Consulting, he was a Program Consultant and Rehabilitation Manager for RehabCare Group, Inc. There, his responsibilities included clinical and operational strategic planning, policy development, and regulatory interpretation. Prior to joining RehabCare, he held a number of positions with the Jefferson Health System in Philadelphia, ranging from rehabilitation management to marketing and market development. Most recently, he was the coordinator of the stroke rehabilitation program. Mr. Maher received his Masters in Business Administration in Finance from St. Joseph's University in Philadelphia, Pennsylvania and his Bachelor of Science in Physical Therapy from Ithaca College in Ithaca, New York.

Kristen H. Pratt, MHA, Senior Managing Consultant

Ms. Pratt joined Phase 2 Consulting in November 2001. Prior to joining Phase 2, Ms. Pratt was a Senior Associate at The Lewin Group. Her work in this capacity included strategic planning engagements for academic medical centers and community hospitals, program assessments for state and federal government agencies, and strategy development for managed care organizations. Earlier in her career, Ms. Pratt was the Director of Strategy Development for INTEGRIS Health. Ms. Pratt received a Master of Science Degree in Healthcare Administration from Trinity University and Bachelor of Arts degrees in Economics and Business Administration, also from Trinity University.

Michael J. Romano, MHSA, Senior Managing Consultant

Mr. Romano first joined Phase 2 Consulting in September of 1996, where he focused on major planning and program development projects in a wide variety of healthcare settings including: community hospital replacement, women's services, cardiology, oncology, inpatient and outpatient surgery, emergency services, admitting, billing and collections, rural health clinics, inpatient and outpatient rehabilitation, behavioral health, and large physician group practices. Mr. Romano has recently returned to Phase 2 Consulting after several years as a Director at the American Medical Association where he was responsible for planning, budget and management for Current and Procedural Terminology (CPT), Journal of the American Medical Association (JAMA), the AMA Masterfile and AMA Membership.  These major product lines accounted for more than $200 million in annual revenue and $100 million in profit per year and employed more than 350 FTEs. Mr. Romano received a Masters in Health Services Administration from The George Washington University and a Bachelors degree in Finance from Boston College.

Bryan F. Smith, MHA, Senior Managing Consultant

Mr. Smith joined Phase 2 Consulting in 1997. Prior to that he served as the Interim Chief Operating Officer for Physician Partners of Texas in San Antonio, a physician-owned HMO project, where he oversaw the initial stock offering, and developed the business plan. Mr. Smith has served as a consultant with Republic Health Strategies where he was responsible for strategic planning, TPA development and working with physician groups and as Director of Network Relations for Concerned Counseling, Inc., a nationwide EAP. Mr. Smith received his M.S. in Healthcare Administration as well as his undergraduate degree from Trinity University in San Antonio, Texas.

Neil B. Alexander, MS, Senior Specialty Consultant 

Mr. Alexander joined Phase 2 Consulting in January 2007, bringing with him over ten years of experience in the health care industry.  He has worked nationally in hospital operations and can successfully collaborate with leadership teams, physicians, and clinicians in achieving desired results.  His clients have included major tertiary health systems, academic medical centers, community hospitals, and rural facilities.  Mr. Alexander utilizes his proficient analytical and planning skills to provide clients with optimal financial, facility, and operational improvement solutions.  He has served in a lead role on strategic and service line development plans, financial improvement efforts, and facility planning and programming projects.  With a focus on communication and clear project coordination, he enables successful strategies with effective implementation.  Mr. Alexander received both a Master of Science in Economics (Health Care Focus) and Bachelor of Business Administration from Baylor University.

Corey N. Peak, MBA, Senior Consultant

Mr. Peak has over 4 years of experience in various capacities of healthcare consulting including operations, strategy, and financial turnarounds.  Prior to joining Phase 2 Consulting, Mr. Peak worked as a Senior Consultant for Deloitte Consulting and a manager for ACS Healthcare Solutions.  His experience in strategy and process operations include engagements involving revenue cycle, financial turnarounds, clinical process redesign, IT benefits realization, CIS implementation strategy, and financial modeling.  Prior to his healthcare experience, Mr. Peak was a chemical engineer at Dow Chemical for several years working on projects in Six Sigma, Lean Transformation, and several process redesign initiatives while running a world scale chemical plant.  Corey graduated with Masters degrees in Business Administration and Health Services Administration from the University of Michigan.  He is an active member of ACHE, HFMA, and ISPOR.

Mary Zweifel, OTR/L, Senior Consultant

Ms. Zweifel is a healthcare executive with over 25 years experience in healthcare management, operations, strategic planning, revenue enhancement, Physician recruitment, business and program development.  Prior to joining Phase 2, Ms Zweifel was Regional Director of Operations for the Mid-Atlantic area with RehabCare Group, Inc.   Responsibilities there included; operational and clinical management, strategic planning, and policy development.  Prior to joining RehabCare Group, Inc., Ms Zweifel was Director of Certification Renewal for the National Board for Certification for Occupational Therapists (NBCOT), and was chief Operating Officer for National Hospital for Orthopedics and Rehabilitation in Arlington Virginia.  Ms Zweifel received her undergraduate degree in Occupational Therapy from the University of Kansas and her Masters of Science in Education also from the University of Kansas..

Daniel J. Bergantz, MBA, Consultant

Mr. Bergantz joined Phase 2 Consulting in July 2004.  He provides qualitative and quantitative analysis in revenue cycle turnaround and improvement.  Mr. Bergantz began his career in the healthcare industry with the Utah Health Policy Commission where he worked to develop and pass a number of healthcare access bills through the state legislature.  As a research analyst with the Utah Medical Education Council, Mr. Bergantz analyzed Utah's clinical healthcare workforce and developed solutions to align training programs to meet future needs.  Prior to Joining Phase 2 Consulting, Mr. Bergantz worked for GE Medical Systems in the surgical imaging division.  As a member of the international marketing team he managed competitive and market intelligence throughout the world.  Mr. Bergantz received his Masters Degree in Business Administration from the University of Utah.

Brett M. Burt, MPH, Consultant

Mr. Burt joined Phase 2 Consulting in April 2008.  He has a strong record of leading and delivering results on a broad range of consulting projects. Expertise includes strategic planning, process redesign, and revenue cycle.   His experience spans the healthcare continuum and includes working with leading hospital networks, managed care organizations, academic medical centers, and government healthcare entities.  Prior to Joining Phase 2 Consulting, Mr. Burt worked at PricewaterhouseCoopers and Ernst & Young in their healthcare consulting practices.  Mr. Burt received his Masters Degree in Health Policy and Management from Emory University.

Dana L. Craven, BA, Consultant

Ms. Craven joined Phase 2 Consulting in 1994.  She assists in the development of clinical documentation, community benefits reporting, market analysis and strategic planning, including database management and systems analysis. She supports the consulting team with market studies, business trend comparisons, and financial analyses. Ms. Craven received her Bachelor of Arts Degree in Economics from Concordia Lutheran at Austin.

Sonia R. Greer, MHA, Consultant

Ms. Greer joined Phase 2 Consulting in January 2008.  She began her career in the healthcare industry at the Seton Family of Hospitals as a Planner in the Strategic Planning Department where she helped support the multi-hospital system's strategic direction and business decisions.  Prior to joining Phase 2 Consulting, Ms. Greer worked in the Mission Control Office as lead consultant for service line development and diagnostic & therapeutic initiatives that were predicted to improve patient care or increase financial stewardship.  She received her Master of Science in the Health Professions, Health Care Administration from Southwest Texas State University in San Marcos, Texas and her Bachelors of Arts degree from the University of Texas at Austin.  She is a fellow in the American College of Healthcare Executives and a member of the Healthcare Financial Management Association.

Rebecca L. Harris, RN, MBA, Consultant

Ms. Harris joined Phase 2 Consulting in 2007.  She began her career as an acute-care clinician in 1997.  Prior to joining Phase 2 Consulting, Ms. Harris was Director of Nursing at TRISUN Healthcare, Pflugerville Care Center in Pflugerville, TX, leading a team of 65-plus clinicians and earning the facility a deficiency-free survey in 2005. Ms. Harris has been training and teaching for almost 20 years, receiving recognition for her individual achievement in personnel development in the Air Force.  Ms. Harris has expertise in medical-legal consulting as well as a proven track record in effectively managing healthcare delivery systems and programs, human and financial resources, and quality improvement initiatives.  She serves on the Board of Directors for the Wright House, a non-profit organization.  Ms. Harris is a Registered Nurse and holds an MBA from the University of Texas at Austin.

John S. Ossowski, BS, Consultant

Mr. Ossowski joined Phase 2 Consulting in October 2001. He supports the consulting staff with data gathering, market research and financial analyses. Tina M. Okerholm, MHA, Senior Analyst

Ms. Okerholm joined Phase 2 Consulting in April 2007.  She supports the consulting staff on various projects with data gathering and analysis, market research and presentation development. Prior to joining Phase 2 Consulting, Ms. Okerholm worked at the Seton Family of Hospitals, where she spent  5 years as a consultant in the Mission Control Office, an internal consulting group which partners with operations leaders to identify, develop, package, and monitor value propositions.   Earlier in her career, Ms. Okerholm completed an administrative fellowship at CHRISTUS Spohn Health System and served as Coordinator for the Division of Medical Oncology at Duke University Medical Center.  Ms. Okerholm received her Masters in Health Administration from Washington University in St. Louis, MO, and her Bachelor of Arts degree from the University of Texas at Austin.

Melissa M. Sela, MS, Senior Analyst

Ms. Sela joined Phase 2 Consulting in January 2006.  She supports the consulting staff on various projects with data gathering and analysis, market research and presentation development.Prior to joining Phase 2 Consulting, Ms. Sela completed an administrative residency with Methodist Children's Hospital and Women's Services in San Antonio.  Earlier in her career, Ms. Sela worked in the telecommunications industry, including working for SBC Communications in Marketing and Product Development.  After completion of SBC's Leadership Development Program, she worked for two smaller telecommunications companies in San Francisco and San Antonio as a Product Marketing Manager and Account Executive.  She received her Master of Science in Health Care Administration and Bachelor of Arts in Business Administration and Communication from Trinity University.
